Abstract

This essay seeks to present some ideas, analyzes and suggestions of actions
that can be carried out considering or legal contribution to the special education policies in
force in Brazil; The own history of struggles of people in a situation of deficiency for the
guarantee of serious directives to educational, labor and social inclusion. In expressing
“people in a situation of deficiencies”, its base is established in the pillars of the sociology of
the deficiency that changes or paradigmatic focus of the difference and the deviation:
previously centered on people, now centered on the society that has been constituted. School
autonomy is discussed due to diversity, the meanings attributed to school and inclusion, or the
role of media and institutions in the formation of identities. It is feared as suggestions for
planning and integrated actions to the public power and sectors of civil society, aiming to
promote the inclusion of people in a situation of deficiencies in a more humane and equitable
society.
