Since the beginning of the Second Industrial Revolution it was found that innovation had a systemic character and hardly happened solitary or encapsulated way (Freeman and Soete, 2008). Thus, the process of innovation, as interactively, relates to the concept of Innovation System (SI), which can be understood as a set of public and private institutions that contribute the macro and microeconomic levels for the development and the diffusion of innovations in a particular industry, region or country (Sbicca; Pelaez, 2006, p.417). The question that guided the development of this work is to investigate the scene of the interactions of political actors, scientific, technological and innovative in the ABC region, highlighting the challenges, obstacles and potential of their local innovation system. Therefore, there was in 2013 a qualitative field research with the most representative actors of the ABC region. It was found that the region displays actors for scientific, technological and innovative, especially in this context the presence of universities, companies and regional coordination bodies such as the Economic Development Agency of the ABC and the ABC Intermunicipal Consortium. Nevertheless, research has shown that there is a weakness of the interactions between the actors responsible for the innovative dynamism of the region, with special disarticulation front of potential partnerships that can be triggered between universities and companies. Combined with this, the industrial fabric of the region is covered with a good portion of small and medium enterprises, whose sector and technological development trajectory nature shown little dense. Note also the absence of leaders able to unite the different interests and articulating the actors directly related to innovation processes in the region. Finally, the research indicated that the subject innovation not yet penetrated the strategies of municipalities in the intensity that should hinder more consistent links between innovative actors in the region
