How Mandatory Investment in R&D Can Stimulate The Innovation in Railway Sector

Abstract

This article evaluates the regulations governing the mandatory R&D Program established by the National Land Transportation Agency (ANTT), intended for rail transportation service concessionaires, to determine whether it is an instrument for stimulating innovation. This discussion is important because promoting innovation in regulated sectors that are specific natural monopolies, such as the railway sector, is no easy task. Furthermore, the mandatory R&D Program appears to have lagged behind the discussion and evolution of other mandatory R&D Programs established by the ANP and the ANEEL, and it also appears to have lagged behind the developments that Science, Technology, and Innovation has undergone in Brazil in recent years. To this end, a qualitative approach was used, with emphasis on the methodology of bibliographic review and documentary analysis.
