Abstract

The Brazilian Government has been preparing official documents for Science, Technology and Innovation - ST&I public policies. For the period of 2016 to 2022, the National Science, Technology and Innovation Strategy (NSTIS) has published several forecasts, including five challenges. This article analyzes this challenges based on the federalism theory through an official report of Federal Senate and two interviews with Federal Government Directors. The current case study is descriptive and qualitative that relies on content analysis of the challenges that were categorized from the Federal Senate document information and the authorities surveyed perceptions. This research contextualizes and deepens the federalism and ST&I public policies studies for researchers, academics, entrepreneurs and public agents.
